2026 published rate: APS's standard Fixed Energy Charge plan (Rate Schedule R-1) bills a tiered energy charge that depends on your average monthly usage: about 12.93 cents per kWh for homes averaging 600 kWh or less, 14.05 cents for 601 to 999 kWh, and 15.42 cents at 1,000 kWh or more, all effective 8 March 2024 under Arizona Corporation Commission Decision No. 79293. A basic service charge of roughly $13 a month plus monthly fuel and adjustor riders are added on top, so the all-in effective rate for a typical home sits close to Arizona's statewide residential average of 15.23 cents per kWh (EIA, May 2026). The big 2026 story is a pending increase: in June 2025 APS filed a rate case seeking a 13.99 percent net revenue increase, about $20 more a month for a 1,000 kWh household, with Corporation Commission hearings held in May 2026 and a decision expected late in 2026. Arizona Attorney General Kris Mayes has filed testimony arguing the increase should be cut to about 3 percent. APS also offers time-of-use and demand-charge plans that can beat the fixed plan for households that shift usage away from summer afternoons.
