Green Mountain Power (GMP) serves roughly three-quarters of the state; the rest is split among Vermont Electric Cooperative, the municipal Burlington Electric Department, and a dozen-plus other small municipal and cooperative utilities - 17 distribution utilities in all. Vermont's supply is among the cleanest in the country: GMP reports its annual energy mix as 100% carbon-free and about 79% renewable, leaning on in-state hydro and a long-term Hydro-Quebec import contract running into the 2030s, with a goal of 100% renewable by 2030 (the Vermont Yankee nuclear plant closed in 2014). Vermont has the smallest electric grid in the contiguous US - few economies of scale across its wires and reserves - paired with some of the highest transmission costs in the country and heavy storm-recovery spending after repeated severe storms. GMP's "2030 Zero Outages Initiative" commits up to $280 million over two years to undergrounding, storm-hardening, and battery storage, and the utility has filed for a 7.5% rate increase proposed to take effect October 1, 2026, still pending before the PUC.
