Vermont Electricity Rate: What You Need to Know
Vermont electricity averages 24.44 cents per kWh for residential customers as of June 2026, according to the EIA Electric Power Monthly. This is 6.10c above the US average of 18.34c/kWh. The average monthly bill for Vermont households is $135 based on typical usage of 589 kWh.
Vermont's 24.44c/kWh rate (June 2026) is high relative to the US average but is actually the lowest in New England, and Vermont reaches it through a structure unlike any of its neighbors. It is the only New England state that never restructured to retail competition: there is no residential retail choice, households buy from the regulated utility assigned to their territory, and rates are set by the Vermont Public Utility Commission. Green Mountain Power (GMP) serves roughly three-quarters of the state; the rest is split among Vermont Electric Cooperative, the municipal Burlington Electric Department, and a dozen-plus other small municipal and cooperative utilities - 17 distribution utilities in all. Vermont's supply is among the cleanest in the country: GMP reports its annual energy mix as 100% carbon-free and about 79% renewable, leaning on in-state hydro and a long-term Hydro-Quebec import contract running into the 2030s, with a goal of 100% renewable by 2030 (the Vermont Yankee nuclear plant closed in 2014). So why are rates 24.44c rather than cheap? Vermont has the smallest electric grid in the contiguous US - few economies of scale across its wires and reserves - paired with some of the highest transmission costs in the country and heavy storm-recovery spending after repeated severe storms. GMP's "2030 Zero Outages Initiative" commits up to $280 million over two years to undergrounding, storm-hardening, and battery storage, and the utility has filed for a 7.5% rate increase proposed to take effect October 1, 2026, still pending before the PUC.
Generation mix: Hydro 54%, biomass 19%, wind 17%, solar 10%. The fuel mix is a primary driver of electricity rates - states with abundant hydro or nuclear tend to have lower rates, while states dependent on imported petroleum (Hawaii) or natural gas pay more.
