New York has a split market structure and a statewide average of 29.49c/kWh (June 2026): Consolidated Edison serves New York City and Westchester County as a regulated IOU, where downstate transmission constraints push residential rates among the highest in the state, while National Grid serves upstate New York at meaningfully lower rates.
